The Hong Kong Web3 Blueprint Program by Web3 Harbour is a comprehensive initiative to identify growth opportunities, align industry goals with public policy priorities, and propose a strategic plan for Hong Kong to develop as a Web3 International Finance Hub.

This report outlines the foundational capabilities of Web3—described as Web3 Superpowers—that have the potential to reshape financial markets. These Superpowers enable a shift towards more efficient, secure, and user-centric financial infrastructure.

To demonstrate the application of these Web3 capabilities in support of financial policy goals, the paper presents a number of Web3 use cases that are aligned with current Hong Kong Government policy objectives.

Importantly, the report also defines five critical enablers that must be addressed in Hong Kong, including Talent, Market Infrastructure, Standards, Regulation, and Funding & Economic Contribution.
