PwC Hong Kong’s recommendations for Hong Kong’s First Five-Year Plan & 2026 Policy Address

As the Hong Kong SAR Government has launched public consultations on Hong Kong’s First Five-Year Plan and its 2026 Policy Address, PwC Hong Kong is pleased to contribute its insights and policy recommendations to support the city’s long-term development, economic transformation, and global competitiveness.

In this report, PwC Hong Kong outlines three interconnected priorities to strengthen Hong Kong’s global competitiveness and reinforce its unique role as the leading platform for China’s innovation internationalisation, capital reallocation, and regional integration by 2030.

1. Building Hong Kong’s innovation ecosystem: We recommend anchoring R&D firms, attracting global talent, and building the Northern Metropolis as an innovation hub, as well as positioning Hong Kong as a trusted AI and digital economy leader.

2. Leveraging Hong Kong’s financial strengths for the new economy: We propose initiatives to deepen Hong Kong’s capital markets competitiveness for innovation sectors, expand offshore RMB capital formation and accessibility, position itself as China’s premier wealth management and asset allocation gateway, and maintain tax and regulatory frameworks that promote cross-border capital flows to Hong Kong.

3. Positioning Hong Kong for regional collaboration and global partnerships: We propose strategic measures to deepen GBA integration through institutional and standards innovation, establish Hong Kong as a Belt and Road “super hub”, and provide strategic tax frameworks for regional trading.
