National Tax Policy Services Leader, China North Tax Controversy and Dispute Resolution Leader , PwC China
Mr. Ma is a tax partner based in Beijing, China, leading National Tax Policy Services (NTPS) for Tax Practice of PwC China / HK. He graduated from the law School of Peking University with double bachelor degrees in Law and Economics.
Mr. Ma has over 20 years of experience in providing China tax and business advisory service to multinationals, Chinese domestic and Hong Kong enterprises covering a wide range of industries. As the national leader of NTPS, he supports the tax practice nationally (including HK) in respect of capturing the latest tax and business regulatory developments, exploring tax efficiency opportunities for clients, and sharing professional experience with the practice members.
Due to his intensive involvement of the above work, he understands the motivation, legislative background, practical procedures and implementation of China’s tax policies very well. He has the advantage of appreciating the motivations behind tax policies and the feedback from both domestic and foreign taxpayers as well as commercial /industrial organizations. As a result, he is often invited to provide China’s tax policy makers with incisive and practical views and suggestions, and is committed to promoting the improvement of China’s tax policy and helping improve China’s business environment.
Other than NTPS, Mr. Ma is also the north regional leader of China Tax Controversy & Dispute Resolution Service (TCDR), which has regularly represented clients in negotiations with Chinese tax authorities at multi-level in different regions of China on their tax positions and tax concessions. Thus he has developed close connections and relationships with the State Tax Administration (STA) and tax authorities in many major cities in China.
He is a China certified tax agent and holds a CPA Australia qualification. He is also a member of the Tax Research & Strategy Advisory Committee of STA as well as of the 7th Council of China International Taxation Research Institute (CITRI).
