2018 marks a year of dynamic and complex changes in the competition landscape. While the worldwide economy is gradually recovering, China’s growth is under huge pressure. To support economy development, China’s fiscal and tax reforms in 2018 were unprecedented: the release of new individual income tax law, the merger of state and local tax bureau, the deepened reform of value-added tax, and the escalated reduction in taxes and levies, etc. All of which were supplemented with China’s improvements in the business environment by opening-up to other countries and further clarifying the taxation practice.

Looking ahead into 2019, China will usher in a new era of tax revolution with the implementation of tax reform affecting both domestically and cross-border. In this new year, what opportunities and risks will the increased efficiency on tax collection and administration entail? How do fiscal and tax policies support China’s growth? What are the impacts of “substantial activities” requirements in low-tax jurisdictions, and Common Reporting Standard of tax information exchange in the context of strengthened international anti-tax avoidance consensus? Facing tremendous tax reforms, what should enterprises do to seize the opportunities and embrace the challenges?
